2003 Pennies For Progress Program
On November 4, 2003, the citizens of York County voted to implement a $173 million program designed to make our roads better and safer.
The 2003 York County Capital Projects Sales and Use Tax Program, also known as the 2003 Pennies for Progress Program, is a continuation of the previous one-cent sales tax program, passed by referendum in November 1997.The one-cent tax went into effect when the 1997 one-cent tax expired on September 1, 2004 and will remain in effect for a period that cannot exceed seven years. The tax is a continuation of the 1997 one-cent tax and is not in addition to the previous tax.
The projects that will be undertaken in the upcoming years include
- multilane widenings
- bridge construction/replacement
- intersection improvements
- gravel road upgrades
- bikeways
- sidewalks
- safety improvements
In 2008 York County staff took over the management of the program. York County will oversee the following aspects:
- Planning
- Design
- Right-of-way acquisition
- Construction
These steps must be taken on each and every road project. To find a more detailed description of the activities completed during each phase of a project, click on the phase.
The projects were approved with a priority from 001 - 025 as shown on the project list. The projects must be funded in order of this priority.
It will take approximately 8 more years to complete construction on the 2003 Pennies for Progress road projects. During this time, information on the projects will be available through the local media; and, the individual project pages on this website so that citizens can be informed of the progress.
With so many county-wide projects on the list, everyone will benefit. Whether you are taking your kids to school or trying to get across town for a business meeting, traveling in York County will be much easier and safer.
An assessment of the 2003 Pennies for Progress Program was recently completed to give us a clear picture of where we stand financially. With the downturn in the economy, continued rise in construction material costs, and limited work forces, prices to complete this work have increased significantly. As of March 16, 2009, the program needs and additional $169 million to complete all 25 projects on the list. Although York County continues to explore additional funding opportunities to help complete the 2003 program, it is possible we will not be able to complete all 25.
